Explanatory note

This note is not part of the regulations, but is intended to indicate their general effect.

These regulations, which come into force on 16 June 2023, amend the Prohibition of Gang Insignia in Government Premises Regulations 2018 (the principal regulations).

The principal regulations identify particular groups of persons as gangs for the purposes of the Prohibition of Gang Insignia in Government Premises Act 2013 (the Act). This has the effect of prohibiting any person from displaying gang insignia relating to those gangs in any government premises.

These regulations amend the principal regulations by inserting new regulations 5 to 9. The amendment means that the groups of persons known by the following names, or by a name substantially similar to one of the following names, are identified as gangs for the purposes of the Act:

  • Crips:

  • Finks Motorcycle Club:

  • Full Blooded Islanders or FBI:

  • Kuki Squad:

  • West Side Nation or Uru Taha.

Issued under the authority of the Legislation Act 2019.

Date of notification in Gazette: 18 May 2023.

These regulations are administered by the Ministry of Justice.
