Pursuant to sections 38 and 100 of the Civil Aviation Act 1990, His Excellency the Governor-General, acting on the advice and with the consent of the Executive Council, makes the following regulations.

1 Title
These regulations are the Civil Aviation Charges Amendment Regulations 2008.
2 Commencement
These regulations come into force on 8 May 2008.
3 Principal regulations amended
These regulations amend the Civil Aviation Charges Regulations (No 2) 1991.

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 8 May 2008, amend the Civil Aviation Charges Regulations (No 2) 1991. The amendments prescribe fees for a level 6 proficiency demonstration for proficient English speakers ($99.00), a review of a level 6 proficiency demonstration for proficient English speakers ($52.00), a formal language evaluation for applicants whose native language is not English ($246.00), a review of a formal language evaluation for applicants whose native language is not English ($79.00), and a recreational pilot licence ($55.00). The amendments related to the assessment of the ability of civil aviation licence holders to speak and understand English to an operational level are in response to the International Civil Aviation Organisation's inclusion of a new safety standard in Annex 1 to the Convention on International Civil Aviation (1944).
