These regulations are the New Zealand General Service Medal (Solomon Islands) Regulations 2004.

These regulations come into force on the 28th day after the date of their notification in the Gazette.

The New Zealand General Service Medal (Solomon Islands) is awarded subject to the Royal Warrant and to these regulations.

The Medal is worn on the left breast suspended from a ribbon, 32 mm in width, composed of green with 3 narrow central stripes of dark blue, yellow, and dark blue.

In these regulations, operational area means—

• (a) the group of islands that make up the Solomon Islands; and

• (b) the archipelagic waters and the adjacent territorial sea of the Solomon Islands.

The following persons are eligible for the Medal:

• (a) members of the Armed Forces (within the meaning of section 2(1) of the Defence Act 1990):

• (b) members of the New Zealand Police (within the meaning of section 2 of the Police Act 1958):

• (c) New Zealand civilians:

• (d) any other persons who the Prime Minister, on the advice of the Minister of Defence, may determine.

A person qualifies for the award of the Medal under this regulation if he or she meets the requirements of regulation 6 and—

• (a) has served 30 days or more, continuous or aggregated, on land in the operational area while a member of a New Zealand Government contribution to 1 or more of the following:

  • (i) the Services Assisted Evacuation of New Zealanders and other nationals (Operation Purple Haze) between 5 June and 5 July 2000:

  • (ii) the International Peace Monitoring Team (Operation Minerva) or tasks directly contributing to the achievement of mission goals or the maintenance of operational capability between 10 November 2000 and 22 June 2002:

  • (iii) the support of the International Peace Monitoring Team (Operation Ricochet 1) on HMNZS Te Mana, when disembarked, between 27 April 2001 and 14 May 2001; or

• (b) has served of 30 days or more, continuous or aggregated, in ships or craft in the operational area during the support of the International Peace Monitoring Team (Operation Ricochet 2) on HMNZS Manawanui, between 14 October 2001 and 20 February 2002; or

• (c) has served 30 days or more, continuous or aggregated, on or after 6 October 2002, on land in the operational area while a member of the New Zealand Police contribution providing support and assistance to the Solomon Islands Government to re-establish law and order; or

• (d) has served 30 days or more, continuous or aggregated, on or after 24 July 2003, on land or in ships or craft in the operational area while a member of a New Zealand Government contribution providing support and assistance to the Solomon Islands Government to re-establish law and order; or

• (e) has completed 7 sorties or more, on or after 24 July 2003, into the operational area as aircrew or supernumerary aircrew, while a member of a unit allocated for direct support of a New Zealand Government contribution providing support and assistance to the Solomon Islands Government to re-establish law and order; or

• (f) has served 30 days or more, continuous or aggregated, on or after 24 July 2003, while on staff visits, familiarisation tours, escort duties, or other non-essential tasks in the operational area; or

• (g) has had his or her period of service in the operational area terminated, before the completion of qualifying service, by death or evacuation owing to wounds or other disability caused by that service; or

• (h) did not complete qualifying service, but has been given a New Zealand Royal Honour for gallantry or bravery in the operational area; or

• (i) if the mission directive stated that the deployment was to be greater than the qualifying service in the operational area, has had his or her period of service in the operational area terminated before the completion of the qualifying service at the direction of the New Zealand Government department or agency that deployed him or her, where that termination is for official reasons (not personal, compassionate, or disciplinary); or

• (j) has served in the operational area with a New Zealand Government contribution to an international or coalition force that the Minister of Defence approves on the advice of the Chief of Defence Force.

The Chief of Defence Force or an officer of the New Zealand Defence Force authorised by the Chief of Defence may award the New Zealand General Service Medal (Solomon Islands) to any eligible person who qualifies for the award of that Medal.

It shall be competent for the Chief of Defence Force or a Chief of Staff acting for the Chief of Defence Force to—

• (a) cancel and annul the conferment of the Medal on a person; and

• (b) if the conferment of the Medal on a person has been cancelled or annulled, restore the Medal to that person.

The New Zealand General Service Medal (Solomon Islands) Regulations 2002 (SR 2003/3) are revoked.
