This note is not part of the order, but is intended to indicate its general effect.
This order brings into force, on 1 January 2011, the Tariff (New Zealand–Hong Kong, China Closer Economic Partnership Agreement) Amendment Act 2010. That Act amends the Tariff document to implement a free trade agreement, namely the New Zealand–Hong Kong, China Closer Economic Partnership Agreement done at Hong Kong on 29 March 2010 (the CEP).
At the time of the making of this order, the text of the CEP was available at—
http://www.mfat.govt.nz/Trade-and-Economic-Relations/Trade-Relationships-and-Agreements/Hong-Kong/
The CEP will also be implemented by 2 other instruments to enable the application of preferential tariff rates for imports originating from Hong Kong. The associated instruments are—
the Tariff (New Zealand–Hong Kong, China Closer Economic Partnership Agreement) Amendment Order 2010; and
the Customs and Excise (Rules of Origin for New Zealand–Hong Kong, China Closer Economic Partnership Agreement Goods) Amendment Regulations 2010.
The Tariff (New Zealand–Hong Kong, China Closer Economic Partnership Agreement) Amendment Order 2010 is not published in the Statutory Regulations series (see section 9C(b) of the Tariff Act 1988). However, access to that order, and the Tariff as amended by that order, is facilitated by the chief executive of the Ministry of Economic Development in the ways specified in section 9B of the Tariff Act 1988. In particular, that order will be made available on the Internet site of the Ministry of Economic Development (http://www.med.govt.nz) and will be available for purchase at the retail outlets listed on the Internet site of the Parliamentary Counsel Office (http://www.pco.parliament.govt.nz/retail-outlets/).
