Pursuant to section 64A(3A) of the Customs and Excise Act 1996, His Excellency the Governor-General, acting on the advice and with the consent of the Executive Council, makes the following order.
Order
1 Title
This order is the Customs and Excise (Specified AANZFTA Parties—Lao People's Democratic Republic and Cambodia) Amendment Order 2010.
2 Commencement

(1) Clause 4(2) comes into force on 4 January 2011.
(2) The rest of this order comes into force on 1 January 2011.
3 Principal order amended
This order amends the Customs and Excise (Specified AANZFTA Parties) Order 2009.
4 Specified AANZFTA parties

(1) Clause 3 is amended by inserting the following paragraph after paragraph (b):
“(baa) the Lao People's Democratic Republic (also known as Lao PDR or Laos):”.
(2) Clause 3 is amended by revoking paragraph (baa) and substituting the following paragraphs:
“(baa) Cambodia:
“(bab) the Lao People's Democratic Republic (also known as Lao PDR or Laos):”.

Explanatory note
This note is not part of the order, but is intended to indicate its general effect.
This order, most of which comes into force on 1 January 2011, amends the Customs and Excise (Specified AANZFTA Parties) Order 2009. The amendments are to declare the Lao People's Democratic Republic (on 1 January 2011) and Cambodia (on 4 January 2011) to be specified AANZFTA parties (parties to the Agreement Establishing the ASEAN–Australia–New Zealand Free Trade Area) for the purposes of the Customs and Excise Act 1996.
The effect of this order is to enable authorised certification bodies to issue certificates of origin—
on or after 1 January 2011 in respect of goods for export to the Lao People's Democratic Republic; and
on or after 4 January 2011 in respect of goods for export to Cambodia.
The Lao People's Democratic Republic and Cambodia are also specified AANZFTA parties for the purposes of the Tariff Act 1988, under the Tariff (Specified AANZFTA Parties—Lao People's Democratic Republic and Cambodia) Amendment Order 2010.
