These regulations are made under section 27(1) of the Exclusive Economic Zone and Continental Shelf (Environmental Effects) Act 2012—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister for the Environment made after complying with sections 32, 33, and 34 of that Act.
Regulations
1 Title
These regulations are the Exclusive Economic Zone and Continental Shelf (Environmental Effects—Permitted Activities) Amendment Regulations 2025.
2 Commencement
These regulations come into force on 19 December 2025.
3 Principal regulations
These regulations amend the Exclusive Economic Zone and Continental Shelf (Environmental Effects—Permitted Activities) Regulations 2013.
4 Regulation 8A amended (Deposit of material on seabed from launch of space vehicle)
In regulation 8A(a), replace “100” with “1,000”.

Explanatory note
This note is not part of the regulations but is intended to indicate their general effect.
These regulations, which come into force on 19 December 2025, amend the Exclusive Economic Zone and Continental Shelf (Environmental Effects—Permitted Activities) Regulations 2013 (the principal regulations).
The principal regulations provide that the deposit on the seabed of material from a space vehicle launched from New Zealand is a permitted activity for the purposes of the Exclusive Economic Zone and Continental Shelf (Environmental Effects) Act 2012, so long as certain conditions are met.
One of those conditions is that there are no more than 100 space vehicle launches from New Zealand in total, regardless of who undertakes the launch. These regulations increase this maximum number of space vehicle launches from 100 to 1,000 launches.
