This order is made under sections 3(1) and 3A(1) of the Imports and Exports (Restrictions) Act 1988—
(a)
on the advice and with the consent of the Executive Council; and
(b)
in compliance with those provisions.
Order
1 Title
This order is the Imports and Exports (Restrictions) Prohibition Order (No 2) 2004 Amendment Order 2016.
2 Commencement
This order comes into force on 15 December 2016.
3 Principal order
This order amends the Imports and Exports (Restrictions) Prohibition Order (No 2) 2004 (the principal order).

Explanatory note
This note is not part of the order, but is intended to indicate its general effect.
This order amends the Imports and Exports (Restrictions) Prohibition Order (No 2) 2004 (the principal order). It comes into force on 15 December 2016. The principal order prohibits the importation into or exportation from New Zealand of certain goods for various reasons, including to ensure that New Zealand complies with its obligations under the Stockholm Convention on Persistent Organic Pollutants (the Stockholm Convention) and the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (the Rotterdam Convention).
The order inserts 4 new items into Schedule 1 of the principal order to implement amendments made to the Stockholm Convention in 2013 and 2015.
The order also replaces Schedule 2 of the principal order. Schedule 2 lists the chemicals to which the Rotterdam Convention applies. The replacement schedule adds 16 new items, broadens the scope of the item relating to methamidophos, and corrects the descriptions of 2 items, so as to implement amendments made to the Rotterdam Convention in 2011, 2013, and 2015 and to ensure that all Rotterdam Convention chemicals are correctly included in Schedule 2.
