These regulations are administered by the Ministry of Social Development.
These regulations are made under section 132AC of the Social Security Act 1964 on the advice and with the consent of the Executive Council.
Regulations
1 Title
These regulations are the Social Security (Childcare Assistance) Amendment Regulations 2018.
2 Commencement
(1)
These regulations come into force on 1 April 2018.
(2)
However regulation 5 and the cross-heading above regulation 5 come into force on 1 July 2018.
3 Principal regulations
These regulations amend the Social Security (Childcare Assistance) Regulations 2004 (the principal regulations).
Amendments on 1 April 2018
4 Schedule 1 amended
In each provision of Schedule 1 of the principal regulations listed in the first column of the Schedule of these regulations, replace the amount set out opposite to it in the second column with the amount set out opposite to it in the third column.
Amendment on 1 July 2018
5 Regulation 3 amended (Interpretation)
In regulation 3(1), definition of total income, paragraph (b), after “orphan’s benefit,”
, insert “a winter energy payment,”

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations amend the Social Security (Childcare Assistance) Regulations 2004 (the principal regulations).
The amendments—
increase, on 1 April 2018, the rates of childcare and OSCAR (out-of-school care and recreation) subsidies available to certain caregivers with dependent children to reflect a 1.36% increase in the New Zealand Consumers Price Index from the December 2016 quarter to the December 2017 quarter (calculated for all quarters using the New Zealand Consumers Price Index (All Groups), excluding cigarettes and other tobacco products); and
ensure that, on and after 1 July 2018, a winter energy payment is not treated as income for the purpose of calculating entitlement to childcare assistance.
