These regulations are administered by the Ministry for Primary Industries.
These regulations are made under section 183C of the Animal Welfare Act 1999—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Agriculture made after complying with section 184 of that Act.
Regulations
1 Title
These regulations are the Animal Welfare (Temporary Prohibition on Export of Livestock by Sea) Regulations 2020.
2 Commencement
These regulations come into force on 22 September 2020.
3 Transitional, savings, and related provisions
The transitional, savings, and related provisions (if any) set out in Schedule 1 have effect according to their terms.
4 Meaning of livestock
In these regulations, livestock means cattle, deer, goats, or sheep.
Absolute prohibition on export of livestock by sea
5 Absolute prohibition: 22 September 2020 until 23 October 2020
The export of livestock by sea is absolutely prohibited until the close of 23 October 2020.
Conditional prohibition on export of livestock by sea
6 Conditional prohibition: 24 October 2020 until 30 November 2020

This regulation applies on and from 24 October 2020 until the close of 30 November 2020.
(2)
A person must not export livestock by sea without the prior approval of the Director-General.
7 Revocation
These regulations are revoked on 8 December 2020.

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations come into force on 22 September 2020. They impose a temporary prohibition on the export of livestock (cattle, deer, goats, or sheep) by sea.
The temporary prohibition has 2 phases, as follows:
an absolute prohibition on the export of livestock by sea applies on and from 22 September 2020 until the close of 23 October 2020 (see regulation 5):
a conditional prohibition on the export of livestock by sea then applies on and from 24 October 2020 until the close of 30 November 2020 (see regulation 6).
Under the conditional prohibition, the export of livestock by sea is prohibited unless it has the prior approval of the Director-General of the Ministry for Primary Industries.
These regulations revoke themselves on 8 December 2020.
