These regulations amend the Russia Sanctions Regulations 2022 (the principal regulations).

All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).

Regulation 4, which comes into force on 17 March 2025, amends the date on which the principal regulations will be revoked. It extends that date from 17 March 2025 to 17 March 2028.

Regulations 5 and 6, which come into force on 21 February 2025, add the names of entities and individuals so that the sanctions regime applies to them.

Those entities and individuals are—

• actors involved in the forced relocation and re-education of Ukrainian children; or

• actors contributing to Russia’s military industrial complex through the production, purchase, distribution, or research of critical technologies and equipment; or

• Russian military actors involved in civilian casualties; or

• actors from the Democratic People’s Republic of Korea (the DPRK) that have provided military assistance to Russia’s invasion of Ukraine; or

• actors facilitating the oil-for-arms trade between Russia and the DPRK; or

• actors operating in the Russian energy sector; or

• Russian financial actors operating in the illegally annexed territories of Donetsk, Luhansk, Kherson, and Zaporizhzhya.
