Russia Sanctions Amendment Regulations (No 4) 2025

These regulations are made under section 9 of the Russia Sanctions Act 2022—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Foreign Affairs made in accordance with section 8 of that Act.

Regulations
1 Title
These regulations are the Russia Sanctions Amendment Regulations (No 4) 2025.
2 Commencement
These regulations come into force on 12 September 2025.
3 Principal regulations
These regulations amend the Russia Sanctions Regulations 2022.
4 Regulation 11 amended (Prohibition on dealing with services)
Replace regulation 11(1) with:
(1)
This regulation applies to—
(a)
a person who is, or is in a class of persons that is, listed in Schedule 2 as a person or class sanctioned by this regulation (a sanctioned person); and
(b)
a service referred to in subclause (2).
5 Part 1 of table in Schedule 2 amended
In Schedule 2, table, Part 1, insert in their appropriate alphabetical order the items set out in Part 1 of Schedule 1 of these regulations.
6 Part 2 of table in Schedule 2 amended
(1)
In Schedule 2, table, Part 2, insert in their appropriate alphabetical order the items set out in Part 2 of Schedule 1 of these regulations.
(2)
In Schedule 2, table, Part 2, revoke the items relating to—
(a)
Alexsandr Vyacheslavovich Zakharov; and
(b)
Igor Viktorovich Makarov; and
(c)
Nikita Alexsandrovich Zakharov.

Explanatory note
This note is not part of the regulations but is intended to indicate their general effect.
These regulations, which come into force on 12 September 2025, amend the Russia Sanctions Regulations 2022 (the principal regulations).
All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).
Regulation 4 amends regulation 11 of the principal regulations to clarify the application of the prohibition on dealing with services under that provision.
Regulations 5 and 6 add the names of entities and individuals to Schedule 2 of the principal regulations so that the sanctions regime applies to them. Those entities and individuals are—
actors contributing to Russia’s disinformation and malicious cyber activity targeting Ukraine; and
actors contributing to Russia’s development of chemical weapons through the procurement of sensitive technologies and equipment; and
actors contributing to Russia’s evasion of sanctions through providing alternative payment platforms for sanctioned persons; and
actors from the Democratic People’s Republic of Korea that have provided military assistance to Russia’s invasion of Ukraine; and
actors from Iran that have facilitated the production or transfer of military equipment for Russia’s invasion of Ukraine.
Regulation 6 also—
revokes the item relating to Igor Viktorovich Makarov from Schedule 2 of the principal regulations so that they are no longer a sanctioned individual; and
adjusts the names of 2 individuals to whom the sanctions regime already applies.
Regulation 7 amends Schedule 2A of the principal regulations to change the price cap for oil under Harmonised System code 2709 from US$60 per barrel to US$47.60 per barrel.
Regulations 8 and 9 amend Schedules 3 and 4 of the principal regulations to update Harmonised System codes to reflect changes that are a result of the Agreement on Climate Change, Trade and Sustainability done at Lima, Peru, on 15 November 2024.
Regulation 10 adds the International Maritime Organization ship identification numbers of certain ships to Schedule 6 of the principal regulations so that they are restricted ships for the purposes of regulation 8 of the principal regulations. Those ships form part of Russia’s shadow fleet and are involved in the transport of Russian oil.
