These regulations amend the Russia Sanctions Regulations 2022 (the principal regulations).

All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).

Part 1 of these regulations comes into force on 12 October 2022. Part 1 expands the sanctions by making the following changes to Schedule 2 of the principal regulations:

• adding the names of entities and individuals so that the sanctions regime applies to them (regulations 5 and 6(1)):

• expanding the range of sanctions that apply to some of the individuals who are already subject to the sanctions regime (regulation 6(2)):

• expanding 2 classes of persons and adding a new class of persons, so that the sanctions regime applies to the persons within those classes (regulation 7):

• adding a new Part 4 to Schedule 2 with the name of an individual with interests in New Zealand, and the individual’s relatives, so that the sanctions regime applies to them (regulation 8).

Part 2 of these regulations comes into force on 4 November 2022. Part 2—

• prohibits the export of oil exploration or production products and of luxury goods (including, without limitation, gold) to Russia (regulation 11):

• prohibits the import of coal, oil, or gas products and of luxury goods of Russian origin into New Zealand (regulation 13):

• extends the imposition of a tariff on goods of Russian origin by revoking regulation 17 of the principal regulations, which would have revoked that sanction on 5 November 2022 (regulation 14):

• replaces Schedule 3 of the principal regulations so that the sanctions regime applies to additional classes of assets (regulation 17).
