These regulations are made under section 9 of the Russia Sanctions Act 2022—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Foreign Affairs made in accordance with section 8 of that Act.
Regulations
1 Title
These regulations are the Russia Sanctions Amendment Regulations (No 13) 2022.
2 Commencement
These regulations come into force on 22 November 2022.
3 Principal regulations
These regulations amend the Russia Sanctions Regulations 2022.
4 Schedule 1A replaced
Replace Schedule 1A with the Schedule 1A set out in Schedule 1 of these regulations.

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 22 November 2022, amend the Russia Sanctions Regulations 2022 (the principal regulations).
All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).
These regulations—
add the names of entities so that the sanctions regime applies to them (regulation 5):
add the names of individuals so that the sanctions regime applies to them (regulation 6):
replace the list of luxury goods in Schedule 1A of the principal regulations to—
provide for the formatting of the Harmonised System codes to match the style in the Working Tariff Document; and
insert an additional class of assets (Harmonised System code 33.04) into the list of luxury goods (regulation 4):
replace the list of prohibited exports in Schedule 3 of the principal regulations to—
provide for the formatting of the Harmonised System codes to match the style in the Working Tariff Document; and
insert a class of assets (Harmonised System code 87.04) and remove Harmonised System codes 8704.10.01, 8704.22, and 8704.32 so as to avoid overlap; and
replace 8707.90 with Harmonised System codes 8707.90.01–8707.90.39 (regulation 7).
