These regulations are made under section 9 of the Russia Sanctions Act 2022—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Foreign Affairs made in accordance with section 8 of that Act.

Regulations
1 Title
These regulations are the Russia Sanctions Amendment Regulations (No 14) 2022.
2 Commencement
These regulations come into force on 13 December 2022.
3 Principal regulations
These regulations amend the Russia Sanctions Regulations 2022.
4 Regulation 5 amended (Interpretation)
After regulation 5(4), insert:
(5)
In regulations 14 and 14B, personal effect—
(a)
means a good falling within one of the following descriptions that is not intended for gift, sale, or exchange:
(i)
clothing or a good accompanying a person (for example, an airline passenger’s baggage):
(ii)
a household good that is part of a consignment of a person who is relocating; but
(b)
for the avoidance of doubt, does not include an aircraft, a motor vehicle, or a ship.
5 Regulation 14 replaced (Export prohibition does not apply in certain circumstances)
Replace regulation 14 with:
14 Export prohibition does not apply in certain circumstances
Humanitarian purposes exception
(1)
A New Zealand person may export an asset if the person does so in good faith for a humanitarian purpose and doing so is consistent with the purposes of these regulations.
Guidance note
For humanitarian organisations, see regulation 18.
Personal effects exception
(2)
A New Zealand person may export a luxury good to Russia if the luxury good is a personal effect.
6 Regulation 14A amended (Prohibited imports)
In regulation 14A, before the guidance note, insert:

This regulation is subject to regulation 14B.
7 New regulation 14B inserted (Import prohibition does not apply to personal effects)
After regulation 14A, insert:
14B Import prohibition does not apply to personal effects
A New Zealand person may import a luxury good of Russian origin into New Zealand if the luxury good is a personal effect.
8 Part 2 of table in Schedule 2 amended
In Schedule 2, table, Part 2, insert in their appropriate alphabetical order the items set out in the Schedule of these regulations.

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 13 December 2022, amend the Russia Sanctions Regulations 2022 (the principal regulations).
All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).
These regulations—
enable the export and import of luxury goods that are personal effects (regulations 4 to 7):
add the names of individuals so that the sanctions regime applies to them (regulation 8).
Issued under the authority of the Legislation Act 2019.

These regulations are administered by the Ministry of Foreign Affairs and Trade.
