These regulations are made under section 9 of the Russia Sanctions Act 2022—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Foreign Affairs made in accordance with section 8 of that Act.
Regulations
1 Title
These regulations are the Russia Sanctions Amendment Regulations (No 7) 2023.
2 Commencement
These regulations come into force on 11 August 2023.
3 Principal regulations
These regulations amend the Russia Sanctions Regulations 2022.
4 Part 1 of table in Schedule 2 amended
In Schedule 2, table, Part 1, insert in their appropriate alphabetical order the items set out in Part 1 of the Schedule of these regulations.
5 Part 2 of table in Schedule 2 amended
In Schedule 2, table, Part 2, insert in their appropriate alphabetical order the items set out in Part 2 of the Schedule of these regulations.

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 11 August 2023, amend the Russia Sanctions Regulations 2022 (the principal regulations).
All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).
These regulations—
add the names of entities so that the sanctions regime applies to them (regulation 4):
add the names of individuals so that the sanctions regime applies to them (regulation 5).
These entities and individuals are Belarusian key military personnel, Belarusian financial institutions, and Belarusian state-owned enterprises providing material or strategic support to Russia.

These regulations are administered by the Ministry of Foreign Affairs and Trade.
