These regulations are made under section 269 of the Land Transport Act 1998 on the advice and with the consent of the Executive Council.
Regulations
1 Title
These regulations are the Land Transport (Motor Vehicle Registration and Licensing) Amendment Regulations (No 2) 2024.
2 Commencement
(1)
These regulations come into force on 1 January 2025.
(2)
However, regulation 6 comes into force on 1 January 2026.
Regulations: confirmed, on 20 December 2025, by section 14 of the Secondary Legislation Confirmation Act 2025 (2025 No 84).
3 Principal regulations
These regulations amend the Land Transport (Motor Vehicle Registration and Licensing) Regulations 2011.
4 Regulation 63 replaced (Registration and licensing fees)
Replace regulation 63 with:
63 Registration and licensing fees
Fees for registration or cancellation of registration of motor vehicle
(1)
The fees payable for the registration or cancellation of registration of a motor vehicle are specified in Parts 1 and 1A of Schedule 5.
(2)
The fees specified in Part 1A of Schedule 5 are in addition to the fees specified in Parts 1 and 5 of Schedule 5.
Fees for licensing of motor vehicle
(3)
The fees payable for the licensing of a motor vehicle are specified in Parts 2 and 4 of Schedule 5.
(4)
The fees specified in Part 4 of Schedule 5 are in addition to the fees specified in Part 2 of Schedule 5.
(5)
The fee payable to license a motor vehicle,—
(a)
for a period of 1 year, must be the annual fee that applies on the first day of the period for which the licence is issued; and
(b)
for a period of less than 1 year, must be calculated as a proportion of the annual fee that applies on the first day of the period for which the licence is issued.
Certain fees are land transport revenue
(6)
The fees specified in Parts 1 and 2 of Schedule 5 that are payable under this regulation (excluding applicable refunds, and goods and services tax payable under the Goods and Services Tax Act 1985) are land transport revenue for the purposes of section 6 of the Land Transport Management Act 2003.

Explanatory note
This note is not part of the regulations but is intended to indicate their general effect.
These regulations amend the Land Transport (Motor Vehicle Registration and Licensing) Regulations 2011 (the principal regulations). These regulations replace regulation 63 and Part 2 of Schedule 5 of the principal regulations to increase the fees payable for the licensing of motor vehicles.
The fee increases come into effect in 2 stages as follows:
the first increase comes into effect on 1 January 2025 and will apply until 31 December 2025:
the second fee increase comes into effect on 1 January 2026.
These regulations replace regulation 63 of the principal regulations. However, the only new requirements are under new regulation 63(5). New regulation 63(5)—
clarifies that the licensing fees specified in Part 2 of Schedule 5 of the principal regulations are annual fees; and
specifies that the fee payable to license a motor vehicle for a period of less than 1 year must be calculated as a proportion of the annual fee that applies on the first day of the period for which the licence is issued.
These regulations must be confirmed by an Act before the close of 31 December 2025. If they are not confirmed, they will be revoked on the close of that date. See subpart 3 of Part 5 of the Legislation Act 2019.

1 General
This is a consolidation of the Land Transport (Motor Vehicle Registration and Licensing) Amendment Regulations (No 2) 2024 that incorporates the amendments made to the legislation so that it shows the law as at its stated date.
