These regulations, which come into force on 17 May 2024, amend the Russia Sanctions Regulations 2022 (the principal regulations).

All the amendments fulfil the purpose of the principal regulations, which is to give effect to the Russia Sanctions Act 2022 by imposing sanctions in response to Russia’s military actions in relation to Ukraine (and in response to any assistance given to Russia from any other country or person in connection with those actions).

These regulations—

• add the names of entities so that the sanctions regime applies to them (regulation 4):

• add the names of individuals so that the sanctions regime applies to them (regulation 5).

These entities and individuals are providing material or strategic support to Russia by assisting in the deportation of Ukrainian children, or by holding political positions in the war, or facilitating the production or transfer of military equipment for Russia’s use against Ukraine.

Regulation 6 replaces Schedule 2A of the principal regulations, which sets out Harmonised System (HS) codes connected to oil-related goods and services. The schedule is replaced to update HS codes that were taken from the United Kingdom’s list with equivalent codes in the Working Tariff Document of New Zealand.
