Explanatory note
This note is not part of the regulations but is intended to indicate their general effect.
These regulations, which come into force on 28 May 2026, amend the Sale and Supply of Alcohol Regulations 2013 (the principal regulations).
The principal regulations specify the kinds of documents that may be used as approved evidence of age documents for the purpose of the Sale and Supply of Alcohol Act 2012.
These regulations approve as an additional approved evidence of age document a credential that contains information that meets the requirements for the standard+, strong+, or very strong level of assurance as determined by the TF authority under the Digital Identity Services Trust Framework Act 2023. This will provide the option of using digital identity credentials as evidence of age when purchasing or being supplied alcohol as an alternative to the existing physical forms of identification.
Issued under the authority of the Legislation Act 2019.
Date of notification in Gazette: 30 April 2026.
These regulations are administered by the Ministry of Justice.
