Climate Change Response (Zero Carbon) Amendment Bill

Proposed amendments

Hon Scott Simpson, in Committee, to move the following amendments:

Clause 8

In clause 8, new section 5Q(2)(a), delete subparagraph (i) (page 14, line 13).

In clause 8, new section 5Q, after subsection (2) (page 14, after line 25), insert:

(3)

Despite subsection (2), the Commission must,—

(a)

before March 2024, undertake an assessment of global action to determine if it remains practically possible for the globe to achieve a 1.5° Celsius pathway with limited or no overshoot of greenhouse gas emissions, or if significant negative emissions would be required after 2050; and

(b)

if it determines under paragraph (a) that it is not practically possible for the globe to achieve a 1.5° Celsius pathway with limited or no overshoot of greenhouse gas emissions,—

(i)

advise the Minister of the expected global emissions pathway; and

(ii)

recommend a change to the 2050 target that would place New Zealand’s emissions reduction efforts in alignment with other developed countries.

Explanatory note

This Supplementary Order Paper amends the Climate Change Response (Zero Carbon) Amendment Bill by amending the part of the Bill that looks at recommendations for amending the 2050 target. The need to undertake an assessment of global action by 2024 will give New Zealanders the reassurance that we will not act alone to reduce emissions. In order for New Zealand emissions reductions to have value, they need to be matched by other developed countries and major economies.
