Local Electoral (Māori Wards and Māori Constituencies) Amendment Bill

Proposed amendment

Debbie Ngarewa-Packer, in Committee, to move the following amendment:

Clause 6

Before clause 6(1) (page 2, before line 18), insert:

(1AA)

Replace section 19Z(1) and (2) with:

(1)

Every territorial authority—

(a)

must establish at least 1 Māori ward in the district for electoral purposes; and

(b)

may resolve that the district be divided into 2 or more Māori wards for electoral purposes.

(2)

Every regional council—

(a)

must establish at least 1 Māori constituency in the region for electoral purposes; and

(b)

may resolve that the region be divided into 2 or more Māori constituencies for electoral purposes.

In section 19Z(3), replace “under this section” with “under subsection (1)(b) or (2)(b).

Explanatory note

This Supplementary Order Paper amends clause 6 of the Local Electoral (Māori Wards and Māori Constituencies) Amendment Bill. It would create a requirement for all local councils to establish at least one Māori ward or constituency.

This amendment would guarantee that low Māori representation in local government is improved, while ensuring that local government better meets its obligations under Te Tiriti o Waitangi.
