Local Electoral (Māori Wards and Māori Constituencies) Amendment Bill

New clause 2A

After clause 2 insert new clause 2A:

2A Expiry of this Act

This Act, and the amendments made to the principal Act by this Act, expires with the close of polling day of the next local election held after the date on which this Act comes into force.

Explanatory note

The Government has stated this Bill is a temporary amendment to the law to enable the creation of separate Māori wards and constituencies for the 2022 local elections, and that a wider review of representation will then allow broader changes. The risk for this Parliament is that these temporary and rushed provisions become permanent. The advantage of an expiry clause is that it ensures the measures are temporary and provides better incentives for the review to be done, and the law amended, with proper consultation and an exploration of all the alternatives.
