Severe Weather Emergency Recovery Legislation Bill

Proposed amendment

Debbie Ngarewa-Packer, in Committee, to move the following amendment:

Clause 13

In clause 13, after subsection (2) (page 10, after line 34), insert:

(2A)

One of the members must be appointed by the Minister on the recommendation of the National Iwi Chairs Forum.

(2B)

One of the members must be appointed by the Minister on the recommendation of the National Urban Māori Authority.

Explanatory note

This Supplementary Order Paper amends the Severe Weather Emergency Recovery Legislation Bill. The Bill does not guarantee tangata whenua representation on review panels. This does not reflect the central role of tangata whenua in emergency management, or Māori rights under Te Tiriti o Waitangi. This amendment would require the Minister to appoint to the Severe Weather Events Recovery Review Panel 1 member on the recommendation of the National Iwi Chairs Forum, and 1 member on the recommendation of the National Urban Māori Authority.
