Proposed amendment

Chris Penk, in Committee, to move the following amendment:

Clause 13

After clause 13(4) (page 11, after line 18), insert:

(4A)

Before appointing members of the Panel, the Minister must—

(a)

consult with the leaders of political parties currently represented in the House of Representatives to seek views on proposed appointments; and

(b)

take into account any views expressed by those leaders.

Explanatory note

This Supplementary Order Paper (SOP) amends the Severe Weather Emergency Recovery Legislation Bill. This SOP reflects the significance of the Panel’s membership. Through this Bill, a relatively small number of unelected persons will have extraordinary capacity for influence by reason of their membership of the Panel. To provide at least some comfort that the Panel appointment process will not be influenced by parochial considerations, this SOP requires that political party leaders must be consulted on the subject of proposed appointees to the Panel.
