Chris Penk, in Committee, to move the following amendment:

New Part 2A

After Part 2 (page 14, after line 35), insert:

Part 2A Input into decision making by cross-party forum

21A Cross-party forum

(1)

The Minister must arrange for a cross-party parliamentary forum to be held from time to time for the purpose of providing the Minister with information or advice in relation to the operation of this Act.

(2)

The Minister must invite the following members of Parliament to participate in the forum:

(a)

members whose primary place of residence is in a severe weather events affected area:

(b)

members elected to represent a constituency that is partly or wholly within a severe weather events affected area.

Explanatory note

This Supplementary Order Paper (SOP) amends the Severe Weather Emergency Recovery Legislation Bill. This SOP would ensure that the Minister creates a cross-party group of members of Parliament living in and/or representing affected areas. It is modelled on an equivalent provision - and practices that were established accordingly - in the Canterbury Earthquake Recovery Act 2011.
