Brendan Horan, in Committee, to move the following amendments:
New clause 9A
After clause 9 (after line 28 on page 11), insert:
9A Salaries and allowances to be fixed for each Parliament
(1) The salaries and allowances under section 9 must be determined once only for each term of Parliament.
(2) The Remuneration Authority must make such a determination no later than 14 days after the commencement of the regulated period, as defined in section 3B of the Electoral Act 1993, that precedes a general election.
(3) The determination comes into force on the day after polling day for a general election and expires at the close of the polling day of the following general election.
In clause 10(1) replace
“The salaries and allowances” (line 30 on page 11) with
“Subject to section 9A, the salaries and allowances”.
This Supplementary Order Paper provides that salaries and allowances of members of Parliament be fixed for the whole term of the Parliament to which they are elected. The amendments would require the Remuneration Authority, which independently sets salaries and allowances for members, to fix those salaries and allowances prior to each election for the full term of the next Parliament. This will provide certainty for all candidates standing at the election of their salaries and allowances if they are elected.
